Leveraging PHC for COVID-19 Vaccination Efforts
Given the evolving epidemiological nature of the COVID-19 pandemic, priorities and focuses for country governments have had to adapt to respond to population needs. At first, country governments mobilized various resources to launch rigorous mass vaccination campaigns in phased approaches based on population needs. Now, as the virus becomes less of a daily threat and strain on health systems, the focus shifts to activities that integrate COVID-19 vaccination into life course vaccination programs and other primary health care (PHC) services and routine immunization programs.
Governments, donors, and program implementers are building on lessons learned from COVID-19 to build resilient health systems that can accommodate new vaccines and withstand future pandemics. USAID and WHO have shared guidance to assist countries with this integration process, including examples of how to integrate COVID-19 vaccination activities into standard primary health care services.
This collection provides resources about COVID-19 vaccination integration into PHC organized around the WHO health system building blocks, which provide a useful framework for countries to consider how to plan integration and/or coordination between COVID-19 vaccination, immunization programs, and the broader health system. Resources in this collection that can be categorized by specific building block are marked accordingly, but many of the resources cut across multiple building blocks. All resources are meant to reflect the changing context of various country vaccination experiences, including as policies for COVID-19 vaccinations over the longer term are formulated. They are not meant to outline a prescriptive approach, but rather to present considerations and options for countries to consider and apply based on their needs and contexts.

As people’s first and most trusted point of contact with the health care system, Primary Health Care (PHC) has a vital role to play in vaccination efforts. This document takes global guidance and best practices as a starting point to suggest actionable ways in which PHC can influence COVID-19 vaccination.
PHC can enable successful vaccination efforts in four key ways: 1) reduce vaccine hesitancy and build interest and trust in COVID-19 vaccination; 2) design an equitable COVID-19 vaccination strategy; 3) safely distribute and administer quality vaccines; and 4) verify coverage and monitor vaccine program implementation.
